ACKNOWLEDGEMENTS

This report based on four years of research conducted by Human Rights Watch's Tashkent-based research associate, Acacia Shields, and by Cassandra Cavanaugh, senior researcher. Research for it was begun in 1996 by John MacLeod, who was the first Human Rights Watch Tashkent-based research associate, and was continued by Erika Dailey, the former director of research for Central Asia and the Caucasus. It was written by Cassandra Cavanaugh and edited by Rachel Denber, acting executive director of the Europe and Central Asia Division, and Elizabeth Andersen, advocacy director for the Europe and Central Asia Division. Essential technical support was provided by Rachel Bien, Elizabeth Eagen, and Maria Pulzetti, associates for the Europe and Central Asia Division. Alex Frangos, former coordinator for the Europe and Central Asia Division, and Tashkent assistant Rebecca Stich contributed invaluable assistance, as did Tashkent intern Cynthia Cox, and Taunya Atwood, an intern in Human Rights Watch's Washington D.C. office. Its Europe and Central Asia division was established in 1978 to monitor and promote domestic and international compliance with the human rights provisions of the 1975 Helsinki Accords. It is affiliated with the International Helsinki Federation for Human Rights, which is based in Vienna, Austria. Holly Cartner is the executive director; Rachel Denber is the deputy director; Elizabeth Andersen is the advocacy director; Cassandra Cavanaugh is senior researcher; Theresa Freese, Julia Hall, Bogdan Ivanisevic, Acacia Shields, Jonathan Sugden, and Benjamin Ward are research associates; Diederik Lohman is the Moscow office director; Alexander Petrov is the assistant Moscow office director; Liudmila Belova, Rachel Bien, Elizabeth Eagen, Maria Pulzetti, and Tamar Satnet are associates. Peter Osnos is the chair of the advisory committee and Alice Henkin is vice chair.
